After the government loses control of the Outsider, an experimental life-form bred to kill, NSA agents begin eliminating those involved to cover up the project. Dr. Grace Hudson goes on the run, seeking help from detective Jack Murphy, whose partner was killed by the Outsider. As government assassins close in, they must rely on limited resources, including a super smart dog, to survive.
