Following a major terrorist attack, the US government deploys the ODIN surveillance system, consisting of millions of mobile robotic security cameras known as 'Eyeborgs.' When the physical evidence in a series of bizarre murders doesn't match the surveillance recordings, one federal agent must work outside the system to uncover who is truly controlling the Eyeborgs.
