When a string of vicious animal attacks terrorizes his community, Sheriff Jim Tanner and his assistant Barbara link them to Dr. Hyde, a former military researcher whose dinosaur cloning project lost funding. After learning Hyde received foreign backing to continue, the Pentagon sends a strike team to rescue Tanner and Barbara and halt Hyde's experiments.
