In Miami, Florida, biker gang leader Edward 'Diablo' Santer is on the brink of execution for murder when he declares his innocence and promises revenge from beyond the grave. During Spring Break festivities, a mysterious biker arrives in town, leaving a trail of electrocuted teenagers in his wake. As suspicions arise, some believe Santer has fulfilled his vow for vengeance.
