At a secluded mental institution, a high-tech security system keeps the nearby neighborhoods safe from the inmates. Dr. Bain maintains strict order, but when a new doctor, Dan Potter, arrives in town with his family, the inmates believe he has killed their former therapist. Suddenly, a power outage throws the town into chaos, and the maniacs are free to roam the streets, hunting down the man they think has invaded their lives.
